"We've managed to take care of ourselves so far. Besides, cats always come and go here in the park. Of course we'll miss Waffle and Wasp if they leave, but we'd never hold a cat back from following their heart."

Scruff is an old member of the Cats of the Park. While he is not their leader, the others turn to him if they have problems. Nightheart and Frostpaw ask to speak with them, and Scruff is surprised to learn that Riverstar sent them. He introduces himself and his fellow park cats. The elder explains how Riverstar used to be a park cat long ago. After their home was destroyed by Twolegs and Riverstar vanished, the park cats settled elsewhere until rogues attacked and one of them left to find Riverstar. Riverstar saved the park cats since he could not be killed, and his story has been passed down through the generations. Scruff explains how park cats meditate to learn and grow.
Later, Rook explains how she and Scruff rescued Waffle from a bag when his Twoleg threw him in the river. Scruff is pleased with the prey that Nightheart, Waffle, and Rook brought back. Later, Frostpaw reflects how the park cats turn to Scruff if they have problems due to his wisdom and experience. He bids farewell to Nightheart and Frostpaw when they decide to return to the Clans and supports Waffle and Wasp's decision to leave to become warriors.

While he was gone, the other cats whose home had been destroyed had to live wild in the forest. Then rogues came and terrorized them until they were half-starved and nearly frightened and bullied to death. Then one of them made the journey downriver to find Riverstar, to ask him for help. Riverstar came back and chased the rogues away. He told the park cats that he was a leader now, in something called the Clans, and that he couldn't be killed. The park cats thought he'd come back for good. But he went home, and the cats he left behind eventually found a new park, bigger and safer than the old one. And we're still here."
